What is a good BASIC IDE?

I am a beginner programmer, but I know all of my data structures, loops, etc. I really want to try BASIC, but I can't find a good IDE for it. Also, I don't want a command-line interface. I would like an IDE made more focused toward practical applications, not games. I have tried both 2008 and 2010 Visual Studio, but they are being weird, so I can't use them. Please include the URL for the IDE. Thanks!
