Do Out of state DUI s come with the same additional penalties as in state DUIs?

In my state, a prior DUI conviction from anywhere counts as a prior DUI conviction. When you get a DUI in one state, such as California, and live in another state, such as Arizona, California will suspend your priviledge to drive in California and then Notify Arizona that they have done so. Arizona has a law calling for reciprocity and so Arizona will suspend your license to drive in Arizona and that means you have no permission to drive on the highways of any state.
