Toshiba laptop recovery, now stuck in preparing for first use and shutting down loop, windows 7?

my laptop was having a few problems so I decided to do a full recovery, however now it just wont start up and is stuck in a loop, I managed to open up in safe mode but got no where so did another recovery and is now again stuck in a loop?
