If there's a license to ride a car, shouldn't there be a license to ride another human being?

To control the out of control population growth and the spread of STDs, should people be required to have a licensee before they have sex? First there should be a written test, then a practical, then a disease test, and if they pass, they get their license. They would be required to get an updated license every few years or so, and if they acquired an STD in that time, their license would indicate it or they could have it revoked.
