Can i get a restricted license in ca after revocation?

i had two priors of 23140 in ca as a minor for blowing .06 and .05 and were both infractions. both times were a 1 year suspension. after i turned 21, i got a refusal in october of 2009. my licensed was revoked for 3 years. i was wondering if a restricted license is a possibility or do you have to do the full 3 year revocation period.
